Emer Cooke is the Executive Director of the European Medicines Agency (EMA) since November 2020 and Chair of the International Coalition of Medicines Regulatory Authorities (ICMRA).[1][2] She has over 30 years of experience in drug regulation, including four years as Director of Regulatory Activities for Medical Products at the World Health Organization (WHO).[3][4] At the 2025 ICMRA Summit, she completed her two terms as chair of the coalition, where she led global efforts on crises such as COVID-19 and Mpox, antimicrobial resistance and supply chain integrity.[1] During her leadership, ICMRA's visibility, public awareness of its work, and membership grew significantly.[1] At the 2025 ICMRA Summit, she received the annual ICMRA Award for Outstanding Contribution to International Cooperation and the Advancement of the Coalition's Mission.[1] At the DIA 2025 Global Annual Meeting in June 2025, she was awarded the Global Award for Outstanding Contribution to Health and at the same time was included among the new DIA fellows.[2][3] At the summit, international regulatory bodies discussed the role of regulators as communicators of reliable scientific information, the importance of trust and transparency, as well as the ethical use of artificial intelligence in regulation.[1]
