In the summer of 2017, Ukraine was preparing a law on government financial guarantees of health services, which was supposed to fundamentally reform and modernize the country's health system. This system has long been characterized by excessive cash and informal payments, inefficiency and poor health outcomes. The reform was supposed to bring more transparent financing and improve the availability and quality of health care. At the same time, in 2017, the electronic healthcare (e-Health) project was launched, which aimed to digitize the healthcare system, improve the exchange of information and make the management of healthcare facilities more efficient. Digital infrastructure was considered key to transforming a fragmented system into a more efficient and patient-oriented one. In addition, it was also planned to modernize mental health through community services that would be available to all residents of Ukraine and correspond to international standards. Overall, the reforms and digitization were supposed to prepare the Ukrainian health system for future challenges, including integration into the European Union[1][2].
